The Management Plan is a strategic and operational document aimed at ensuring the conservation of the Universal Outstanding Value recognized for the site for present and future generations. A tool capable of analyzing, through the involvement of various individuals and stakeholders, the cultural and socioeconomic context, in order to promote coordinated and shared protection and enhancement actions and projects, to address threats that interfere with the maintenance of the OUV (Outstanding Universal Value).
In June 2020 the Management Plan, the result of a complex development process that took into account multiple factors, from the consequences of the 2012 earthquake to the changed economic, social and environmental conditions.
The most evident innovation, compared to the previous Plan, is the desire to involve in a public participation and sharing process representatives of the social, economic, and cultural fabric of the area, through meetings, open lessons, and focus groups.
The same declaration of Vision As expressed in the Plan, in fact, it focuses attention on the sharing of responsibility and the active participation of the subjects involved, in all phases of the process of building and defining action strategies.

The new Management Plan confirms the centrality of its global mission preservation of the founding values of Mantua and Sabbioneta: the relationship between transformed city And city of foundation, and their identifying connotations, such as city of water, the first, and fortified island in the reclamation plain, the second.

In its dual role as a tool for direction and operational coordination, the new PdG confirms the specific objectives of the know, protect and conserve, to enhance, transmit, from which the relative ones derive ACTION PLANS:
- KNOWLEDGE PLANE: It includes the study and scientific research activities necessary to deepen knowledge regarding the material and immaterial qualities of the Site, its state of conservation, the relevant factors and the need for intervention.
- PROTECTION AND CONSERVATION PLAN: Closely linked to the previous one, it concerns the existing and to be promoted safeguard measures to strengthen the conservation of the OUV of the Site in its various constitutive, structural and identity qualities, through the application of the relevant legislative, urban planning and administrative tools.
- ENHANCEMENT PLAN: It includes all programs for the protection, restoration, and enhancement of the site, as well as socio-economic development within the main production chains connected to cultural heritage (tourism, scientific research, training, accessibility and hospitality services in the area, traditional crafts, food and wine, etc.).
- TRANSMISSION PLAN: It includes a system of activities aimed at further increasing awareness in the two cities of the recognized values and the involvement of local communities and stakeholders, together with related short, medium, and long-term initiatives.
